Regular Meeting of the Board of Trustees of the
Winnsboro Independent School District
Westbrook Building
August 31, 2009 – 7:00 p.m.

 

Present:
Don Beaty – President * Clara Ziegler – Vice President * Sandra Strickland - Secretary * Members: Robert Langhoff, Chris McElyea, T.R. Mills, Kraig Yarbrough & Superintendent, Dr. Mark Bosold

Absent: Member – None

(NOTE: Prior to the Regular meeting, a Special Meeting was held, at 6:45 p.m., to hold a Public Hearing on the 2009 – 2010 Budget & Proposed 2009 Tax Rate.
President Don Beaty explained that the Tax Rate would not change. As there was no one present to address the Board on this, the meeting was immediately Adjourned, at 6:48 p.m.)

---A. WHS Students of the Month (NOTE, Special Thanks to WHS Assist. Principal, Darren Swanner for the enhanced Student information sheets):

------------- DEANA KNIGHT, presented by Coach Lewis, a “A” Honor Roll Student. Plans to attend Texas A & M, with advanced placement as sophomore due to having attained 30 college credits prior to HS graduation. Parents: Bart & Kelly Knight.

--------- ---BLAKE WHITTTER, presented by Mrs. Becky Poe, a “A” Honor Roll Student. Plans to attend college and pursue a degree in Engineering or Business. Parents: Rodney & Connie Whitter. Congratulations & Plaques were presented to the Students, and Board President Beaty expressed the Board’s thanks to the Parents for the excellent job they’ve done with their children.

---B. Report of 2008 – 2009 Federal Accountability Ratings and Texas Assessment of Knowledge and Skills (TAKS) Scores, present by Curriculum Director Phillis Stone. (NOTE, Special Thanks to Mrs. Stone for providing the data sheets) --- Winnsboro ISD MET all Federal The Adequate Yearly Progress requirements. These were described as “ pass / fail “ results.

--------- --- Winnsboro ISD Students generally exceeded the State TAKS Scores, with a overall District Rating of “RECOGNIZED”, with The Winnsboro Elementary School achieving an “EXEMPLARY” STATUS! WISD will be contracting with Region 7 for evaluation and assistance in improving the “Writing” TAKS scores. The District had a zero ( 0 ) Dropout Rate. President Beaty praised all of the Teaching Staff and Administrators for attaining these enviable TAKS Scores.

6. Items of New Business:

--- A. Consider / Action on Adoption of the 2009 – 2010 Proposed Budget of $12,288,944.00, as recommended: APPROVED

---B. Consider / Action on Adoption of the 2009 Tax Rate of $1.17 per $100.00 in valuation, with $1.17 per $100.00 for Maintenance & Operation, as recommended : APPROVED

---C. Consider / Action on Nomination of Candidate for Board of Directors for the Wood County Appraisal District. (NOTE, Mr. Dan Strickland is presently filling the position): NO BOARD ACTION TAKEN

---D. Consider / Action on Substitute Teacher Pay. (Background: WISD’s current substitute pay rates of $50 (non-degree) and $60 (degreed) does not meet minimum wage for hourly employees. An increase of $55 and $65 is proposed. This increase will have minimal impact on the Budget), as recommended : APPROVED

7. ADJOURNMENT, at 7:39 p.m. ----NOTE: Next Scheduled Regular WISD Board Meeting is September 21, 2009, at 7:00 p.m. Normally the Board meets on the 3rd Monday of the month --- Monday September 7th is a “vacation day” for The Labor Day holiday.
