SPECIAL Meeting of the Board of Trustees of the
Winnsboro Independent School District

November 9, 2009 – NOON.

Consent Agenda Items: APPROVED

A. Cast all 387 votes for Dan Strickland for the Wood County Appraisal District Board of Directors election.
B. Cast all 255 votes for Dan Noteware for the Franklin County Appraisal District Board of Directors election. …

Superintendent Reports:

Dustin K. Haney, of “dkhaney” Roofing of Fort Worth, Texas gave a presentation.
The presentation was given in anticipation of the upcoming re-roofing Middle School “C” Building.
Samples of the roofing material were presented. The Material is advertised to achieve 20 % energy
Saving, and includes a 15 year warranty.

Items of New Business:

Consider / Action on Employee Compensation Proposal for the 2009 –2010 School Year.
Background: Transfer of $112,200 will be from the Reserve Fund for payment of a Teacher bonus stipend. The Increase; promised to the teachers prior to the successful RollBack Election, will use some of the tax funds generated by the recent RollBack. Each WISD teacher is to receive a $1200 increase and Non-administrative personnel to get $600. WISD will also use part of the Federal Stimulus Dollars for the increases. The Board will require unearned portions of the stipend to be refunded, if the employee leaves The District. -- AS RECOMMENDED, APPROVED

PERSONNEL:
Discussion with the WISD Attorney regarding the status of the High School Band Director.

Background: Mr. Paul Bramlett was suspended last month, with pay, following accusations of improper conduct. A recently transferred sophomore student complained, prior to his transfer out of the District.
RESULTS: the Board, following the Closed Session took: NO ACTION.
