CITY MANAGER REPORT Feb 8, 2011 To: Mayor and City Council members
Had a meeting on January 28th with our Financial Advisor Mike Byrd of First Southwest. I have given you a copy of the comparison of debt service as the result of the GO Refunding and the Tax Notes. With the refunding of Series 1999, Series 2003 and Series 2010 and the Tax Notes of $2,300,000, the City will have saved $507,120 (NPVS). As of this month the City of Winnsboro is now offering “direct deposit” for our employees payroll check that want to participate. This is a benefit extended by the City to help our employees if they choose to use it. It works very well and the checks are deposited on the pay day. The City has had the property behind the Animal Shelter, which we annexed, cleared off. This will give the park area more room and provided more camping areas for Autumn Trails and other events. Please go by and have a look, the company that did the work did a great clearing job. Also the Maintenance crew and Clients from the Johnston unit worked on it also. Met with Lanny Buck from KSA Engineering this morning on the Clearwell No. 2 project. They are trying to do all they can to give us the best for less. They will start the engineering drawing and get the bidding ready to go out within the next few weeks. The City received a letter from the Texas Dept. of Public Safety reminding Texans to be prepared for severe weather events. Severe Weather Awareness Week will be observed February 20-26 this year. Vickie is getting ready for the General and Special elections to be held this year. We will have the Mayor’s position and three Council positions on the ballots. First day to filing an application will be February 12th, which is a Saturday, so if falls to Monday the 14th. March 14th will be the last day to file. City Hall was closed due to weather a couple of days during the past week and this may be the same for tomorrow. I have told all employees not to take any chances and the office and departments will be closed if the weather does like they are forecasting. Otherwise we will be here!!
